At the end of September, an end-of-year forecast overspend of £1.5 million was anticipated. This is due principally to the budget raid of £0.9 million but also to over-programming on the capital budget and is within normal operating parameters. Programme budget variations are also the result of fluctuations in capital programme expenditure. The overspend will be managed by re-scheduling expenditure as required between financial years. EEDA expects to fully utilise the resources available.
A Value for Money Plan has been drawn-up as required in the Comprehensive Spending Review 2007 to capture reductions of £39 million over the Corporate Plan period 2008-11. These include both grant-in-aid reductions and recyclable savings. The Value for Money Plan comprises a combination of administration efficiencies (both within EEDA and in partner organisations), savings on business support simplification, increased leverage and output performance improvements. The target for 2008/09 is £3.4 million and EEDA is on course to exceed this figure.
In September, BERR announced that Regional Development Agencies capital budgets would be reduced in 2008/09 and future years to finance the HomeBuy Direct programme in response to the difficulties in the housing market. EEDA’s share of this reduction in the current year is £921,000.
